Mayor Ray Musser


Term of Office 2012-2016


Mayor Ray Musser moved to Upland in 1957 to attend the former Upland College on a music scholarship. He and his wife, Fern, raised their four children in Upland. Prior to opening his own insurance business in 1972, he was employed with Sunkist Growers and the City of Riverside. Mayor Musser is President and CEO of Ray Musser & Associates Insurance Services. 

Mayor Musser serves on the Azusa Pacific University Board of Trustees (Emeritus) since 1971 and is a member of several San Antonio Community Hospital groups: Frances Mary Paul Circle, Cardiac Care Club, Business Benefactors, and San Antonio Society. He is a liaison of the Upland Community Foundation and is an active member of the Upland Chamber of Commerce and the Upland Foothill Kiwanis Club. Ray and his wife Fern both attend Pomona First Baptist Church.

Mayor Musser was elected to the City Council in 1998. He was re-elected in 2002, 2006 and 2010; and appointed to the office of Mayor on February 28, 2011, and elected to the office of Mayor in 2012. He serves as the City’s representative to the San Bernardino Association of Governments Board Member, SANBAG Board of Directors (Vice-Chair) Metro Valley Study Sessions; SANBAG Commuter Rail & Transit Committee; a member of OMNITRANS Executive Board and Plans & Productivity Committee; V Trans Board Member; Southern California Association of Governments (SCAG); Community, Economic, and Human Development Committee. He serves as Chairman of the Housing Authority Board. Mayor Musser serves as representative to the Foothill Freeway Corridor Design Authority.

Councilmember Debbie Stone


Term of Office 2014-2018


Debbie Stone has been a resident of Upland since 1979 where her daughter attended Upland schools.  She has worked nearly 30 years at Stone Funeral Home.

In addition to her professional career, she has been an active member of the Rotary Club of Upland since 1994 serving on the Board of Directors, as well as Club President.

Councilmember Stone currently serves as Chairman of the Public Works Committee and is a member of the Police & Fire Committee.  She has also been appointed to represent the City Council on the Sister City Association and the Water Facility Authority.

Debbie's regional appointments include serving on the Independent Cities Risk Management Authority and the Inland Empire Utility Agency Policy Committee.

Councilmember Carol Timm


Term of Office 2014-2018

Carol Timm moved to Upland with her husband, college professor Dr. Larry Timm, and their daughter, Monique in 1983.  Carol has been married for 38 years.

Since moving to Upland over 31 years ago, she has been active serving in the Upland community.  She has worked as a teacher for over 30 years and has three teaching credentials.  She has won numberous awards as a teacher, including "Teacher of the Year," and is known for being a dedicated community leader.  Carol was featured in the Inland Empire Magazine as "Woman Who Makes a Difference."

Carol helped start Upland Heritage, a non-profit dedicated to saving historic structures in Upland and has served as president, board member and CEO of this group for almost 25 years.  She co-wrote a book on Historic Preservation in Upland and as an avid fundraiser has been instrumental in giving many grants to Upland citizens for historic preservation, improving homes and neighborhoods.

Carol joined the Upland Planning Commission over 16 years ago and served as Chair and Vice-chair of the Planning Commission.  From 1998 through 2014, she was on the Historic Commission and Airport Land Use Committee along with serving as a member of the Community Block Grants Committee.  The Historic Commission and Upland Heritage jointly updated the historic survey, Upland Historic Ordinances and she led a campaign to form nine local historic districts.  She has also worked diligently to place Euclid Avenue on the National Register of Historic Places.

Councilmember Timm was elected to the Upland City Council in December 2014.  As a Councilmember, she is Chair of the City/School Committee and is serving on the Public Works Commmittee.

She is currently a deaconess at Pomona First Baptist Church.  She has served on the Board of Directors of Christian Education and the choir at Claremont First Baptist Church prior to joining Pomona First Baptist.

Councilmember Gino Filippi

Term of Office 2014-2018

Councilmember Gino L. Filippi was born at San Antonio Community Hospital 55 years ago and has lived in Upland/San Antonio Heights for nearly 45 years.  He is a vintner, marketing/business development consultant and a wine writer.  He is a graduate of Pioneer Jr. High, Upland High School and Chaffey College.

Councilmember Filippi was elected to the City Council in November 2010, and reelected in 2014.  He has served on the Police and Fire Committee, City/Schools Committee, Public Works Committee, City Ad-Hoc Legal Subcommittee and San Bernardino County Solid Waste Task Force.  He also represents the City Council on the Upland Public Library Board.

Gino remains active preserving the region's wine heritage.  In 1995, the U.S. Department of Treasury approved "Cucamonga Valley" an American Viticultural Area (AVA), as a result of a petition written and filed by Gino.  Additionally, since 1996, his column "Off the Vine" has published in newspapers including Foothills Reader of the L.A. Times.  He is a regional expert on the history of Southern California viticulture and a leader in preserving its rich history and culture for others to enjoy.

Councilmember Filippi's community service record of 25 years includes the Rotary Club, Global Community Healthcare Organization-Upland, Los Angeles County Fair Association Board, Route 66 Community Gardens & Vineyard, and the Cooper Regional History Museum Upland.  He also works closely with the League of California Cities to restore and protect local control enhancing the quality of life for Uplanders.

Councilmember Glen Bozar


Term of Office 2012-2016


Mayor Pro Tem Glenn Bozar has been an Upland resident for 23 years and former Logistics Manager for TE Connectivity.  Glenn earned his Bachelor of Arts Degree at Rider University and his Masters in Business Administration at the University of La Verne.  He has served as a member of the City of Upland Budget Oversight Committee, the Chaffey College Measure L Bond Citizens Oversight Committee, and the Upland City Council Advisory Committee.  Glenn is an adjunct faculty member at Chaffey College in the Business Department teaching management courses in various disciplines.  He and his wife Christine, have a son that graduated from the University of California Santa Barbara with a degree in Economics.

Councilmember Bozar was elected to the City Council in 2012.  He is Chairman of the Finance & Economic Development Committee and is a member of the Police & Fire Committee.  He also represents the City as an alternate on the Water Facility Authority, the Inland Empire Utility Agency Policy Committee and the West End Solid Waste JPA.  He also serves on the Board of the Directors of the San Antonio Water Company.
